Background
UNESCO, in coordination with UNDP and other UN Agencies, is supporting the Government of Iraq (GoI) to implement the Iraq Public Sector Modernisation (I-PSM) program. The I-PSM is a UN flagship program to support the functional reform and restructuring of core state functions, including substantive support for civil service management capabilities, and the decentralization of service delivery functions. The I-PSM programme is a Joint Program of the UN established to support the GoI in modernizing its public sector. The full programme is to be implemented across government, within core sectors over a period of 36 months. UNDP will be the lead agency of central support with sector lead support being provided by UNESCO and UNICEF for the Education sector.

Main
Responsibilities

Acting under the direct authority and supervision of the Director UNESCO Iraq Office, the incumbent will be responsible for the overall design, planning, coordination, and implementation of the PSM project. Within this scope the incumbent shall perform the following duties:
1.Prepare the internal agency organizational structure including distribution of functions and responsibilities, decision-making and business processes and institutional arrangements for sound management of the program;
2.Facilitate the day-to-day functioning of I-PSM support including managing the human and financial resources for achieving results in line with the outputs and activities outlined in the I-PSM program document and annual work plan;
3.Where internal staff or consultants are used to support delivery review professional performance and document implementation processes and results through project-based professional reports;
4.Prepare the annual work plan and results framework for the agency level preparatory work, aligned to the overall I-PSM results matrix;
5.Compile the results of the sector review in a single preparatory phase findings document;
6.As part of the I-PSM enable the establishment of a Ministerial Advisory Committee within the Ministries of Education and Higher Education, around which the preparatory work and eventual reform and restructuring will be coordinated;
7.Lead the UNESCO team in preparing component or output-based concept or strategy papers to support the aims of the I-PSM program;
8.As required prepare results framework for each agency level output and establish performance and impact assessment indicators and system;
9.Manage delivery of results by using up-to-date best practices and know-how in the subject area;
10.Undertake a broad sectoral review covering the review the existing legal and policy framework for the Education sector, the sector’s strategy documents, the national and sub-national administrative structures (central, regional, governorate and district), the ministerial Structures and Human Resources Management, the Sector’s Expenditure Priorities, the Current Service Delivery Model Arrangements, Local Governance and Public Participation, Cross Cutting Issues related to corruption, gender, human rights the environment and sector accountability and transparency;
11.Lead agency work to present the results of the review at a multi-stakeholder workshop to outline issues and options for reform and restructuring;
12.Provide intellectual or leadership in the subject area through identification of key policy issues and alternatives at local and national levels;
13.Stimulate strategic thinking in the subject area, taking into account the needs of Government, local authorities, and civil society and development cooperation partners;
14.Develop, on a consistent basis the core issues, covering the situation and strategic opportunities in the form of professional papers and reports, to be shared within the Governance Sector Outcome Team;
15.Ensure the highest UN standard in the provision of technical and advisory inputs, organization of workshops, seminars, training and delivery of outputs (products) as required;
16.Advice UNESCO senior management and the national government counterparts on policy matters relevant to the sectoral review work;
17.Should additional financial resources be required to support the implementation of preparatory findings, prepare proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector as required;
18.Prepare monthly, quarterly and annual progress reports and organize, correspondingly, monthly, quarterly and annual progress reviews as required;
19.Any other duties as required.

Core Competencies

Substantial experience in managing complex Education reform oriented programs, managing and mobilizing resources, monitoring and evaluation, as well as process facilitation.
Knowledge of UNESCO and project management experience with UNDP would be a strong asset.
Proven ability to build the trust of and work effectively with government counterparts.
Strong leadership, analytical, conceptual and management skills.
Work experience and knowledge of the Iraq context would be an advantage.
Proven networking, team building, organizational and communication skills.
A minimum of a Master’s Degree in Public Sector Management, Political Science, Economics and Law, International Relations or another related field.
A minimum of 10 years international experience in educational planning, public sector governance with a strong focus on education reform, service delivery and decentralization.
Experience in the functional reform and restructuring of sector Ministries, at national and sub-national level would be a particular advantage.
Experience in strengthening sub-national governance and service delivery.
Excellent oral and written communications skills in English – knowledge of Arabic would be a particular advantage.

Conditions of Employment
The incumbent will be contracted on an ALD (Appointment of Limited Duration) for one year. UNESCO’s salaries are calculated and paid in US dollars. They consist of a basic salary, post adjustment and hazard pay. For this post, the annual remuneration will be approximately 176.500.00 US Dollars, exempt from income tax. In addition, UNESCO offers an attractive benefits package including 30 days annual vacation, rest and recuperation of one week every 28 days, home travel every two years, pension plan and medical insurance.
